Permanent residence

Permanent residence means a status or residence right defined by the destination's rules. The term is used in Malta, Singapore, Cyprus, and Greece, with different conditions and documents.

Meaning depends on the destination

The Singapore Immigration and Checkpoints Authority describes permanent residence as a status granted to a foreigner that allows residence in Singapore on a permanent basis.[5]

Permanent residence is defined under each jurisdiction's rules. Malta grants permanent residence through a named programme, while Cyprus grants an immigration permit with a residence right of unlimited validity for its holder and adult dependents.[1][2]

These terms refer to residence status or rights, not citizenship. Malta's programme grants permanent residence under provisions separate from those governing citizenship.[1]

Where the term appears

Malta names its route the Malta Permanent Residence Programme and limits eligibility to third-country nationals who are not EEA or Swiss nationals.[1]

Singapore accepts applications for permanent residence through several categories. Its examples include a spouse of a Singapore citizen or permanent resident and a foreign investor in Singapore.[5]

Greece's ministry labels investor documentation as relating to an initial permanent residence permit and a renewal. Greece requires an insurance contract for an initial permit and insurance policy documentation for a renewal.[3]

Conditions and duration vary

A permanent residence label does not by itself establish that the right has unlimited duration or that every document remains valid indefinitely. In Cyprus, the residence right is unlimited for the permit holder and adult dependents, while the residence card has a ten-year expiry date.[2]

Cyprus also states that a permit ceases to be valid if the person and dependents do not acquire residence there within one year of approval while living outside Cyprus. A separate condition concerns permanent residence abroad or an absence from Cyprus lasting two years.[2]

In Malta, the programme attaches eligibility and property requirements to the grant. The programme requires qualifying Maltese residential property to be retained for a minimum period, followed by continued maintenance of residential property there.[1]

A residence permit can be temporary even where a separate programme elsewhere uses permanent residence terminology. Latvia may issue a temporary residence permit to qualifying foreign investors, so permit type and duration depend on that country's rules.[4]

In Singapore, the status also has related travel documentation. A permanent resident aged 15 or older receives a Singapore blue Identity Card. A valid Re-Entry Permit is required to travel out and return as a permanent resident.[5]

Key points

A Singapore applicant may qualify under a family category. The ICA lists a spouse of a Singapore citizen or permanent resident as eligible to apply, with the Singapore citizen or permanent resident sponsoring the application through the ICA e-Service.[5]

Relevance for U.S. citizens

Cyprus distinguishes the length of the residence right from the expiry of the physical permit card. Under the Cyprus investment immigration permit rules, the residence right has unlimited validity for the holder and adult dependents, subject to continuing permit requirements, while the card expires ten years after issuance and must be replaced. The permit ceases to be valid if the holder and dependents residing outside Cyprus fail to establish residence there within one year of approval, acquire permanent residence abroad, or are absent from Cyprus for two years. The holder must annually provide evidence of maintaining the investment, and health insurance if no longer covered by GESY, while the holder and adult family members must provide clean criminal record certificates from their countries of origin and residence every three years. The earlier annual proof of income was abolished.
