Turkey Citizenship by Investment: published requirements
Türkiye's published routes to citizenship through investment come with stated rules for property acquisition and residence permits.
Legal basis and decision authority
Turkish citizenship through investment is governed by Article 12 of Law No. 5901. Investors may receive a residence permit under Article 31(1)(j) of Law No. 6458, within the scope and amount set by the President. Citizenship may be acquired based on a resolution of the President of the Republic of Türkiye, and eligibility remains subject to that decision.[1]
Each investment category has a designated certifying authority.[1]
Published investment categories
The published routes include seven investment or employment categories, each with a stated amount or job threshold and a named attesting authority.[1]
- A fixed capital investment of at least USD 500,000, attested by the Ministry of Industry and Technology.[1]
- Property worth at least USD 400,000, with a title deed restriction against resale for at least three years, attested by the Ministry of Environment, Urbanization and Climate Change.[1]
- Creating jobs for at least 50 people, attested by the Ministry of Labor and Social Security.[1]
- A bank deposit of at least USD 500,000 in a bank operating in Türkiye, held without withdrawal for at least three years, attested by the Banking Regulation and Supervision Agency.[1]
- Government bonds worth at least USD 500,000, held without sale for at least three years, attested by the Ministry of Treasury and Finance.[1]
- Real estate investment fund shares or venture capital investment fund shares worth at least USD 500,000, held without sale for at least three years, attested by the Capital Markets Board of Türkiye.[1]
- A contribution of at least USD 500,000 to designated funds, remaining in the private pension system for at least three years, attested by the Insurance and Private Pension Regulation and Supervision Agency.[1]
Property acquisition and residence permits
A foreign national does not need a residence permit as a precondition for buying real estate in Türkiye. Foreigners who acquire property may apply for renewable short-term residence permits under Law No. 6458 on Foreigners and International Protection.[1]
For the property citizenship route, the published conditions include a purchase worth at least USD 400,000 and a declaration that the property will not be sold for three years. The title deed is to state the citizenship purpose. After land registry procedures, the foreign national may apply to relevant administrations for residence or citizenship by submitting an eligibility certificate.[1]
Residence and citizenship scope
Investors meeting a listed category may be eligible for citizenship subject to the President's decision. Holders of the Turquoise Card may also acquire citizenship under that decision framework.[1]
Property purchasers may request a residence permit after property registration.[1]
